[OERCommittee] proving need in grant

Here are my suggestions:


  *   Pell grant data: https://www2.ed.gov/finaid/prof/resources/data/pell-institution.html
  *   Illinois poverty rates: https://www.census.gov/library/publications/2020/demo/p60-270.html#:~:text=The%20official%20poverty%20rate%20in,and%20Table%20B%2D5).

Not data, but I'm curious if there is documentation about the state of Illinois' efforts to distribute health education throughout the state. For example, I know UIC has health science campuses in Rockford, Peoria, and previously in Urbana for this exact reason-basically something that will prove this work will reach rural and underserved communities.
