Last month we shared an update on the U.S. Department of Education's negotiated rulemaking<https://urldefense.com/v3/__https://www2.ed.gov/policy/highered/reg/hearulemaking/2023/index.html*iqa__;Iw!!DZ3fjg!-7bNvnaPKD1S3N6R7Y8qLqkwFOUM13UtbnSrSsoBQ12cOenzy1AStcOTmLHVu9uNwv-vFWBDT_llxTydJOc99tSsPyBDqz4$ > process, which includes a proposed regulatory change to limit automatic textbook billing programs<https://urldefense.com/v3/__https://www.inclusiveaccess.org/posts/department-of-education-tackles-textbook-billing-in-negotiated-rulemaking__;!!DZ3fjg!-7bNvnaPKD1S3N6R7Y8qLqkwFOUM13UtbnSrSsoBQ12cOenzy1AStcOTmLHVu9uNwv-vFWBDT_llxTydJOc99tSsMqF8gDE$ > ("Inclusive Access"). While this is still early in what is expected to be a long process, we recognize this topic has generated a significant amount of interest in the community, particularly among campuses actively contending with vendor pressure to switch to a flat-fee or "Equitable Access" billing model.

We will also provide some recommendations on how you can talk about this on campus, including insights from this week’s hearings.
