I have two minor suggestions on this document for your consideration:

Add citation to this reference:  National Course Materials Survey 2023
  2.
Add "Illinois" in the last paragraph,
Consistent ongoing support is critical to maintain momentum to move toward a goal of making the first year of postsecondary free of textbook costs for all Illinois students...
