[OERCommittee] OER bill and the 2-page document

Hello everyone!

FYI, a bill has been introduced (see info below). Happy, happy news for us all! YEAH! Notice that there's no indication of a larger program vision or articulation of purpose.

You could even delete the vision in the document if you'd like.

Once it's in pretty good shape, perhaps the committee could post it for comments and/or endorsement to the CARLI membership. The committee could work with ILA to raise awareness about the bill. Or other ideas???

Appropriates $3,000,000 from the General Revenue Fund to the Secretary of State for a recurring, permanent grant program for Illinois academic libraries. These grants shall be applied toward Open Education Resources. Effective July 1, 2025.
