[AdvocacyTF] Draft minutes of 2/27/26 task force meeting

Attached here are draft minutes for Friday's task force meeting.

I would be grateful if folks from CARLI could remind me what CARLI's
announcements were. We discussed announcements before I started taking
minutes, so I don't have those in my notes.

Aside from that, I'll welcome any corrections or changes.
